Chief Compliance Officer

Clayton Carlos is the Chief Compliance Officer for Kern Health Systems (KHS).  In this position, Clayton oversees the Audits and Compliance Department.  The Audits and Compliance Department is responsible for monitoring that KHS is compliant with all State, federal and local laws and contract requirements.

Clayton has 23 years’ legal, compliance and governmental program experience working with Health Net and Blue Shield of California.  In his 20 years with Health Net, he was Director of Medi-Cal Administration and Compliance Officer of its Medi-Cal plan of 700,000 members for 13 years, and Manager of Legal Services for all lines of business for 7 years.  Clayton helped write key policies and procedures for its Medi-Cal plan, designed and implemented innovative managed care programs for Medi-Cal beneficiaries, and successfully obtained Health Net’s Medi-Cal Knox-Keene licensure in 10 California counties.  Clayton has a Masters Degree in Public Administration, with an emphasis in governmental program implementation.  He was appointed by Governor Gray Davis to serve on the State’s Multi-cultural Health Advisory Board, which fashioned the cultural and linguistic standards of the Medi-Cal Managed Care Program.
